STEC Integrates the Resources of Running Module to Build Most Promising "Star Module"

In the future, the running module will be the largest one in STEC. The reform of the running modules will be the specialization and modularization pilot project of STEC. The end of the reform is to transform the running modules into a prominent technology-intensive management enterprise and a well-known brand enterprise, which will be rooted in the city demands and the city updating idea and dedicated to the efficient whole-life-cycle running service for the municipal infrastructure.


On February 20, the inaugural meeting of "The Party Work Joint Association of STEC" was held. The "Party Work Joint Association" was founded, which comprises the related persons of Shanghai Municipal Maintenance & Management Co., Ltd., STEC The Operation Management Co., Ltd. Shanghai Pujiang Tunnels, and STEC Shanghai Urban Construction Maintaince Management Co., Ltd. The meeting started the running module reform of STEC.


According to the requirements of the meeting, the newly founded joint association will be responsible for formulating the reform schemes and coordinating the boost of the reform, which will lay solid foundation for the reform. The association will work by the general principles of "bottom to top, full consideration of the workers’ interest, and fully inquiry of the opinions of the workers" laid by the company. Besides, it will work by the requirement of "general planning and steady implementation." Zhang Yan, the party secretary and board director of the company, Zhou Wenbo, the vice party secretary and president of the company, and the other vice presidents of Yang Lei, Sheng Borong, and Sun Guifeng attended the inaugural meeting. Lu Yajuan, the vice party secretary chaired the meeting and Dai Zhenyu, the chief of the Party Work Joint Association gave a talk to state his position.


Why the reform?


"The running module reform of STEC is the requirement of the business development, the requirement of the city development and our responsibilities and missions." Zhan Yan, the board director of the company pointed out in the inaugural meeting that, in the 10 years ahead, both the running modules and the whole company have to reform according to the change of the society and market if it will realized its complete transformation in the middle and long range strategies.


At present, city running exerts great influence on society, which requires that the running module get out of the traditional idea of project management. On the contrary, it should run the city based on city management and city updating and in new mentality that will meet the requirement of the infrastructure. With the help of reform, the management capabilities should be enhanced and the efficiency of using the city infrastructures should be improved. As a result, the business will develop in a better and sustainable way and the city will have a super environment. All this is both the social and economic responsibility.


At the meeting, the president Zhou Wenbo emphasized that in the past year, STEC integrated the 5 maintenance enterprises into 3, which initiated the reform today. Now the tasks, missions and responsibilities of the company have changed tremendously. Externally, the reform is a necessity of the company to adjust itself to the changed situations, to meet the external market, and to strive for the recognition of the market; internally, reform will enable the company to optimize itself, improve management, and strive for sustainable development in a long perspective. The mission of the joint association is just to lay the foundation for future reform.


What will be reformed and how?


The objective of the running module reform is very definite, which is to transform to a management enterprise. The president Zhou Wenbo emphasized that the keys of the reform are: first to unify the maintenance standard and to overcome the shortages; second, to improve management level and to change ideas based on orientation of listed company and to combine the social and economic effect; thirdly, to innovate the running mode to seek long-term development. As a result, the company will further expand market with modes conforming to social needs.


The objectives and requirements are as follows. The first is to realize modularized management. The formulation of the reform plan should realize the modularized management. The running modules are the pilot project of the modularized management of STEC, the key of which is freedom for the stock company. In the future, the company will mainly manage the return on asset.

We will transform the running mode and to seek for the most sophisticated technology and enterprise with platforms with the help of the society. Secondly, the reform should be generally planned and be implemented in steps. The recent objective is to realize the four unifications: that is, the unification of running standards, the unification of facility allocation, the unification of office location, and the unification of financial management and control. The middle and long-term objectives of the reform are to build a prominent technology-intensive management enterprise and a well-known brand enterprise, which will be rooted in the city demands and the city updating idea and dedicated to the efficient whole-life-cycle running service for the municipal infrastructure. Thirdly, the reform should be implemented step by step from bottom to top. In the reform, the workers' interest should be considered and their opinions should be enlisted so that the reform will become the fundamental power of the running modules. The workers should bear the whole status of the company in mind and the relations between the individuals and group and the group and the company should be well manipulated so that the development of the whole running module should be borne in mind. During the reform, the clients should be well served and the reform should make the clients more satisfied and the city more efficiently managed.


The future of the running modules of STEC
