1965Starting Point

In 1965 when China largely promoted national defense development, “Shanghai Tunnel Project Company”, the predecessor of STEC, was established. It became the founder of soft soil tunnel in China, and led the country’s tunnel industry for decades.

In August 1965, Shanghai Tunnel Project Company was officially established in former Shanghai Municipal Council on Hankou road. At first, it was a secret military unit researching for large tunnel and high-end equipment, with designation “4046”.

In June 1971, Shanghai Dapu Road Tunnel, China’s first large cross-river tunnel built by STEC, started operation. The spirit of striving for the best at that time became STEC’s initial culture.

In May 1979, STEC switched to become an independent business accounting company and undertook “Water Diversion Project at The Upstream of Huangpu River in Shanghai” on contract basis for the first time after five years. This marks the beginning of STEC’s marketing strategy to sustain innovation and create value for cities.

1995A Bold Idea

In 1993, STEC, leading infrastructure contractor in China, succeeded in listing the company, thanks to the market reform policy. It became the first listed share-holding company and also the leader in the infrastructure industry in China. This also instilled new meaning to STEC’s culture for shareholders, public and employees.

STEC held its first general meeting of stockholders and it was restructured under the name of Shanghai Tunnel Engineering Co., Ltd.

STEC signed a contract with Shanghai Stock Exchange and gained a lot of attention in China’s infrastructure industry at the early stage of market reform.

on the 30th anniversary of company’s establishment, STEC unveiled its logo officially. The company brand, as well as the company song, “Tunnel Heroes under the Blue Flag” left a deep impression on the public.

1996A Bigger World

In October 1996, Shanghai Urban Construction was established under the circumstance of separating government and company role of Shanghai Municipal Engineering Administration. STEC joined Shanghai Urban Construction officially and became its only listed platform. In the next five years, as the top enterprise in China municipal engineering, Shanghai Urban Construction injected top quality assets to STEC including its Urban Construction Design Institute, Tunnel Design Institute, No.1 Municipal Engineering Company, No.2 Municipal Engineering Company, Road and Bridge Company etc., which represent the top level of planning, investment, design and construction of municipal engineering projects in China. Greater resources, teams and platforms expanded STEC’s businesses to all areas of infrastructure in terms of urban roads, bridges, tunnels, rail transports, and architectures. It was STEC’s first time to step out of Shanghai, taking on the world, and transforming into a large-scale integrated infrastructure enterprise.

Shanghai Urban Construction Group was established, which was approved by Shanghai Municipal Government. The corporate motto “Carrying a City Dream, Creating an Ideal Life” and a wider platform offered a new business way for STEC.

1999.1

Shanghai Urban Construction Group overcame institutional constraints, invested 396 million RMB to own shares for management rights of Shanghai Jiading Expressway, and then injected it into STEC, making it the first infrastructure company engaged in capital operations in Shanghai. In the same year, STEC invested and constructed Ningbo Changhong Tunnel, which pioneered integrated BOT mode with investment, construction and operation in undertaking tunnel project in China.

Shanghai gas business was put under Shanghai Municipal Engineering Administration due to the system reform in Bureau of Public Utilities of Shanghai. Shanghai Gas Design Company, Shanghai No.1, No.2 Gas Pipeline Engineering was put under Shanghai Urban Construction Group. The new units possess the best design and project resources in Shanghai gas projects, helping Shanghai Urban Construction Group include more industries and develop into a multi-core developing structure, including investment, construction, design consulting, real estate development and advanced manufacturing, which laid an important foundation for STEC to develop.

STEC researched and developed 6.34m earth pressure balance shield“Pioneer” during country’s 863rd project, which was the first self-owned intellectual property earth shield in China. Its spirit of pioneering and pursuing excellence sent a clear signal to every employee of STEC. It also helped STEC to lead innovation globally for the next dozens of years.

after entering the international market for ten years, STEC was among the top 225 of international contractors. Shanghai Urban Construction Group’s trails covered more than 10 countries and regions in global market. The broad vision of facing the world and extensive experience in global operation also brought openness and international mobility to the present day STEC.

2009Broader Stage

In 2009, Shanghai Urban Construction Group advanced to focus on a new platform, besides being “the best general contractor”. The scale multiplied, as a result of the World Expo. Shanghai Urban Construction Group started to re-examine and integrate its own industry resources to deepen and adjust industry structure and market distribution, to expand markets and business and to strengthen control and speech in the industry chain. It built an embryonic model on industry chain of infrastructure for the new STEC today. A new transition was underway...

Shanghai Urban Construction Group started distribution and integration on its own industry segments. The new Urban Construction Urban Investment and Fund Company, Road and Bridge Group, Municipal Engineering Group, Urban Construction Group and Underground Design General Institute clarified the company’s position, concentrated its resources and sharpened its advantage in investment, financing, construction, design and global business segments.

Shanghai Urban Construction Group announced “Investment Oriented, Design Led” as the new core strategy on the market. It also inspired the spirit of the company to promote industry linkage with cooperation and offer a “Bundle” of solutions for urban construction upgrading.

Shanghai Urban Construction Group kicked off a special long-term cooperation plan. With a more open perspective, STEC signed strategic agreements with local governments, business owners, enterprises from upstream and downstream brands and cooperative partners so as to achieve a win-win situation.

STEC was selected for “The Best Employer Enterprise in China” and “The Best Enterprise to Fulfil Social Responsibility” and created a better future for city, public and employees with other associate companies under Shanghai Urban Construction Group to do China Aid projects, protect cities’ cultures, develop minority ethnic groups, improve education in disadvantaged areas and help employees develop.

2011New Target

In 2011, Shanghai Urban Construction Group officially unveiled new reform and transition. Shanghai Urban Construction Group injected its core assets into STEC and finished the listing and restructuring efforts. The total capital volume of STEC rose from 733 million to 1.285 billion shares. It laid an important foundation for Shanghai Urban Construction Group to be completely listed as a new STEC by the platform of old STEC. In 2013, with the involvement of Shanghai Municipal Maintenance & Management Co., and the Pujiang Tunnels Operation Management Co., they brought more than 90% operation and maintenance business of fast road network in Shanghai to Shanghai Urban Construction Group. It accelerated the forming of whole industry chain with infrastructure investment, construction, operation and maintenance of the Group. Shanghai Urban Construction Group officially announced to switch to an “Urban Infrastructure Integrated Service Provider”. Shanghai Urban Construction Group tried to look upon the development of cities and the company from a more comprehensive and sustainable development perspective. Shanghai Urban Construction Group changed business schemes, created value and started a transformative journey with the new position secured by integrated advantage in market.

STEC absorbed core assets from Shanghai Urban Construction Group successfully. Listed assets of Urban Construction reached 75% of the whole Group’s assets. In the same year, STEC carried out the maximum bonus share plan since the company’s establishment to share development achievements of the company with shareholders and investors.

the sculpture “Originator”, which represented STEC as the founder of China tunnel industry, stood proudly at “South Riverside”, the “Heart” of the reform and development in both sides of Shanghai Huangpu River. Setting sail from “Originator” again, the new future is expanding gradually.

to further supplement an important part of the Group’s industry chains “Operation and Maintenance”, Shanghai Municipal Maintenance & Management Co., and The Shanghai Pujiang Tunnels Operation Management Co. joined Shanghai Urban Construction Group. It also laid an important foundation for the new service mode of urban development, in which the new STEC will cover the “Whole Life Cycle” of infrastructures.

the first general integrated project, Nanjing Airport Line, was opened to traffic. Other General Integrated projects contracted by Shanghai Urban Construction Group were either completed or signed, such as Nanchang Chaoyang Bridge, Nanchang South Outer Ring Road, Changsha Wanjiali Elevated Highway, first phase project of Huai’an modern tram and Hangzhou Qianjiang Tunnel, which included investment, construction, operation and maintenance. That marked the change of Shanghai Urban Construction Group from “Supporting Role” to “Main Role” in urban construction.

2015Full Integration

In 2015, with the background of Central Government carrying SOE reforms, STEC completely took over all listed state-owned assets, new content and new image from Shanghai Urban Construction Group, after getting approval from Shanghai Municipal Government. STEC took this advantage and got fully prepared to build a better future for cities and began a new innovation journey, to realize the enterprise mission “Upholding a City Dream, Creating an Ideal Life”.

based on the strategy “To be the construction expert in financial field and the financial expert in construction field”, the percentage of general integrated projects increased significantly with a batch of orders signed in a short time, such as Nanchang Chaoyang Bridge, first phase project of Huai’an modern tram and Changsha Wanjiali Elevated Highway, which were built by “Integrated” mode including investment, construction, operation and maintenance. Integrating advantages of “Whole Industry Chain” and the identity of “Integrated Service Provider” gained STEC a bigger reputation on the market.

STEC’s “Two-way Cross-border RMB Cash Pooling” was established in Shanghai Pilot Free Trade Zone. Funding channels between domestic and overseas enterprises were opened, achieving unified management on overseas RMB. It laid a solid foundation for the company to push the expansion on overseas markets by global operation mode.

the total volume of orders for STEC’s large tunnel projects in a year reached almost nearly ten billion yuan. 9 large tunnels including Shanghai North Cross Channel, Shanghai Along the River Channel, Zhuhai Hengqin No.3 Channel, Wuhan Sanyang Tunnel and Hangzhou Qianjiang Tunnel were either completed or under construction at the same time. While leading the market in traditional field, STEC invested more than 70% in domestic tram industry, contracted to build 20 metro lines and the total distance reaching more than 390 kilometers. New energy industry including PC and LNG also developed steadily. It opened up a new channel for STEC’s sustainable development.

STEC held leaders’ conference and opening ceremony. Approved by Shanghai Municipal Government, STEC was officially upgraded to be managed by Shanghai State-owned Assets Commission. Non listed assets of original Shanghai Urban Construction Group were managed by STEC on behalf. STEC opened a new page in its reform and development.

STEC unveiled its new brand logo and held flag-raising ceremony, which officially marked the use of the new logo and new flag of the company. 19 subsidiaries and enterprise members from 8 segments of STEC became the new STEC on that day sharing the same vision under the same blue flag. They fight shoulder-to-shoulder and started a new journey with “Integration and Great Progress”.

2021Our Ambitions

Standing at the new starting point of the 14th Five-Year Plan, we will not only give full play to the synergistic advantages of our internal industrial chain but also break through our "self-sufficient" comfortable zone. We will create a more open and inclusive platform to integrate and collaborate with high-quality resources inside and outside of our company, so as to empower the urban development jointly. We will upgrade from "an integrated service provider for urban construction and operation" to "a resource integrator for urban construction and operation", and then precisely define our future in an open and integrated manner.
